THE LATEST ON THE EXPROPRIATION BILL

Pressure continues to mount on the government's new draft expropriation bill, with a top Johannesburg businessman and a constitutional rights watchdog joining organised agriculture in condemning the bill as being in violation of the property clause contained in the constitution. The Bill was introduced to Parliament's public works committee last week by Public Works Minister Thoko Didiza and has been sharply criticised by role players as being a violation of the constitution. The bill seeks to allow for expropriation in the public interest rather than public purpose. If approved, the bill will also constrain the courts in their ability to rule on fair compensation for affected land owners.
